We work with different countries and international organisations to improve the delivery of immigration services, resettle refugees and enhance border security.

International work supports and enhances our ability to carry out core functions and improve service delivery, allowing us to play our part in the global immigration system. We cooperate with a wide range of organisations dealing with general and specific immigration matters.

General immigration interests

The Migration Five (M5, previously the Five Country Conference)

An international forum of immigration and border agencies from Australia, Canada, New Zealand, the United Kingdom and the United States. New Zealand also delivers secretariat services to the M5.

The forum enables the sharing of information, data, intelligence and resources to optimise immigration decision-making, attract and facilitate legitimate travellers, and deter and disrupt individuals who intent to break the law.

Pacific Immigration Development Community (PIDC)

A forum comprising of immigration agencies across the Pacific region to improve immigration and border management practices.

PIDC aims to strengthen Pacific border integrity and promote economic prosperity through regional collaboration, modernization, and facilitate the secure, seamless and efficient international movement of people.

Joint Heads of Pacific Security (JHoPS)

A forum which brings together heads of police, military, immigration and customs agencies.

Its purpose is to drive practical cooperation between Pacific agencies and security forces in support of Pacific-led responses to regional security challenges.

The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (The Bali Process)

A regional forum that brings together countries and organisations to address issues related to people smuggling, trafficking in persons, and related transnational crime. The forum drives cooperation across the Asia-Pacific by strengthening border and law enforcement capacity, advancing legal and policy frameworks, and promoting victim protection. New Zealand co-chairs the Working Group on Disruption of Criminal Networks Involved in People Smuggling and Trafficking in Persons alongside Vietnam.

Refugee resettlement

The Office of the United Nations High Commissioner for Refugees (UNHCR)

Coordinates international action to protect the rights and wellbeing of refugees. We contribute to policy and practice and select most of the refugees who come to New Zealand from the UNHCR’s Refugee Quota Programme.

Represents the interests of the airline industry. We work with the IATA to manage and regulate border security.
