W3.20 Executive staff of multinational companies on long-term secondment (26/07/1999)
  1. An applicant seconded to New Zealand to undertake a long-term assignment may be issued with a multiple journey work visa authorising the issue of a work permit up to a maximum period of 3 years if:
    1. the applicant has been appointed as the New Zealand chief executive of a multinational company whose previous chief executive had a work visa application approved, or
    2. the applicant is a member of the senior staff of a multinational company for which similar applications have been approved.
  2. An applicant may be issued with a further work visa and granted a further work permit for the full term of their secondment closer to the expiry date of their 3-year work visa or permit, if the multinational company confirms:
    1. the applicant's commitment to returning to their country of origin at the end of the New Zealand secondment, and
    2. the company's guarantee of maintenance, accommodation and repatriation.
  3. Officers with schedule 1 delegations and above must make decisions on granting further work permits on a case-by-case basis. (If necessary, such officers also have the delegated authority to issue a special direction authorising the grant of a work permit for longer than 3 years.)
  4. Executive staff of multinational companies who arrive as visitors are eligible for consideration under this policy.

W3.20.1 Evidential requirements for executive staff of multinational companies on long-term secondment

  1. Visa and immigration officers must sight evidence of a job appointment.
  2. Before granting a further permit, immigration officers must sight a letter from the company reconfirming:
    1. the applicant's commitment to returning to the country of origin at the end of the New Zealand secondment, and
    2. the company's guarantee of maintenance, accommodation and repatriation.
