WG6.5 Objective (16/10/2006)
  1. The objective of this policy is to facilitate a high quality FCFV fleet to complement the New Zealand fishing industry.
  2. To ensure this objective is met:
    1. work permits for crew of FCFVs will be granted only where officers are satisfied the NZCP and the FCP will comply with the requirements specified for such activity; and
    2. a high standard of proof is required to satisfy officers that such requirements and the requirements of the policy will be and are being met; and
    3. In making such a determination, officers may consider the compliance history and particular arrangements (including crew recruitment practices) of individuals associated with the NZCP and the FCP; and
    4. permission to use foreign labour will be withdrawn and further permission refused where there is any breach of requirements other than of a minor nature.
