C2.15 Who is a refugee

  1. Refugees are persons who are outside the country of their nationality and have a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion and are unable or, owing to such fear, unwilling to avail themselves of the protection of that country or who not having a nationality and being outside the country of former habitual residence as a result of such events, are unable or, owing to such fear, are unwilling to return to it.
  2. A person to whom any of Articles 1C to 1F of the Convention apply is not a refugee.
