Samoan Quota & Pacific Access Category

Each year approximately 1,750 people from the Pacific are granted residence under the Pacific Access Category (PAC) and Samoan Quota Scheme.


Recruited migrants become New Zealand residents.

With this option you can

  • Employ workers drawn from the ballot for permanent employment of business activity – you don’t have to check if any New Zealanders are available to do the work first.

Things to note

  • You’ll need to apply to become a Pacific Quota Employer (PQE) before you can hire through the Pacific Quotas Programme.
  • The quota figures are: Samoa 1,100, Fiji 250, Tonga 250, Kiribati 75 and Tuvalu 75.
  • The income threshold for the 2016 – 2017 Quota period is $15.25 an hour for a worker with no dependents and $33,499.44 per annum for a worker with dependents
  • Minimum hours per week must be at least 30 hours
  • Applicants selected in ballot need to meet health and character requirements, English language requirements, be aged between 18 and 45 years.

  2. Review work profiles of those drawn from ballot
  3. Interview remotely or through interviewing in the Pacific.
