2016-Oct 07: Exceptions to Instructions for Domestic Students

This is a reminder to all staff that officers should not be granting exceptions to student instructions allowing students to be enrolled in school as domestic students when they do not meet the definition of ‘domestic student’ at U3.35 of the instructions.

The Ministry of Education is responsible for deciding who can be a domestic student and the definition of ‘domestic student’ can be found in section 2 of the Education Act 1989. In addition to New Zealand citizens and residence class visa holders this includes those persons described by notice in the New Zealand Gazette.
