The New Zealand Qualifications Authority (NZQA) is allowing certain Category 2 providers to use internal English proficiency tests for the purpose of enrolling international students. To do this, NZQA has imposed, by agreement, exemption conditions on the accreditations of 15 Private Training Establishments (PTEs) and one Institute of Technology. These conditions have been granted on a temporary basis, until proposed amendments to the English language entry requirements for international students have been approved by the NZQA Board and the Minister for Tertiary Education, Skills and Employment.

Offshore offices please note the list of 15 PTEs and one Institute of Technology whose international students have been exempted by NZQA from completing IELTS or other English language testing. These providers may use their own internal English proficiency test for the purpose of enrolling international students. Conditions have been granted to:
