Best practice for specifying the “express purpose” on limited visa labels

We have become aware of a number of instances where an inappropriate purpose has been noted on Limited visa labels.

Limited visas should be issued for an express purpose only, to mitigate risks and ensure that the person leaves New Zealand once the purpose for which they entered has been completed. If the express purpose noted on the visa label is too broad or vague it can make it difficult to decline subsequent Limited visa applications. For example, if the express purpose is “to study” the person will be able to apply for an indefinite number of subsequent limited visas to continue studying.

If a Limited visa is granted for a person to study in New Zealand, then the express purpose should state the specific programme of study or qualification and provider e.g. the holder may stay in NZ for the express purpose of studying a National Diploma in Business at the Southern Institute of Technology.
