Offshore student visa approval rates

Approval rates for student visa applicants who apply while outside New Zealand. This information is used by education providers to determine what evidence of English language ability first-time international students need to provide when they enrol.

The following approval rates are calculated using data for fee paying and scholarship student visa applicants who apply from outside New Zealand. The rates are based on student visa applications decided by INZ during the 2016 calendar year (unless otherwise indicated by a *).

For the application of the New Zealand Qualifications Authority's Rule 18, student visa approval rates for the following countries have changed from 2015:

  • Armenia, Bahrain, Barbados, Bhutan, Gambia, Israel, Kazakhstan, Maldives, Marshall Islands, Peru, Tanzania – now have an approval rate of less than 80%.
  • Algeria, Bulgaria, Croatia, Ecuador, El Salvador, Georgia, Mongolia, Rwanda – now have an approval rate of 80% or more.

Rule 18 of the NZQF Programme Approval and Accreditation Rules

Rule 18 of the New Zealand Qualification Authority’s NZQF Programme Approval and Accreditation Rules tell education providers what evidence of English language ability they may accept from potential students.

Students who haven’t been granted a New Zealand visa before, and who are from countries with a student visa approval rate of less than 80%, have fewer options for showing they meet English language requirements for their course.
