2018 skill shortage review

We are seeking submissions on the occupations on the Essential Skills in Demand Lists (ESID) that have been selected for review. The closing date is 9 November 2018.

Occupations selected for the 2018 ESID review

The Ministry of Business, Innovation and Employment (MBIE) has selected occupations to be reviewed on the basis of an occupation nomination process, which closed on 23 July 2018. The occupations under review are:

  • Building Associate
  • Cafe Manager or Restaurant Manager
  • Carpenter
  • Construction Project Manager
  • Early Childhood Teacher (Pre-primary School) 
  • Fitter (General)
  • Glazier
  • Plumber (General)
  • Primary School Teacher
  • Quantity Surveyor
  • Registered Nurse (Aged Care)
  • Secondary School Teacher
  • Stonemason
  • Wood Machinist

Making a submission on a selected occupation

MBIE is now seeking wider submissions on these occupations from coordinated groups like employers, trade unions or industry training bodies.

If you submitted an Occupation Nomination Form for an occupation we have selected for review, you must also complete a full submission. If we don’t receive a full submission we may not assess the status of that occupation.

To make a submission, it must be:

  • about one of the occupations up for review, and
  • made using the Occupation Submission form.

Include evidence:

  • of consultation with employers, employees, trainers or interested groups
  • from surveys, administrative data or employees’ feedback.

How we process submissions

When we assess the submissions we consult employers, trade unions and other employee and industry bodies, as well as relevant government agencies such as the Ministry of Social Development, the Tertiary Education Commission and the New Zealand Qualifications Authority. 

Final decisions on the status of occupations under review are made by the Minister of Immigration (for the Long Term Skill Shortage List), and by MBIE (for the Immediate Skill Shortage List). 

Publishing the results of the review

We will announce the changes to the ESID lists in February 2019. The changes will be published in April 2019
