Changes for residence applications processed in China Friday, 3 June 2016

From 1 July 2016, all residence applications that would have been processed at INZ Shanghai Area Office will be processed in Auckland, New Zealand.

This change affects the following residence applications and expressions of interest:

  • Skilled Migrant Category
  • Family Uncapped Streams – Dependent Child and Partnership residence applications
  • Family Capped Streams – Parent Category Expression of Interest and residence applications, and
  • all other residence application types, except:
    • Entrepreneur, Investor Plus/Investor 1, Investor 2, and Parent Retirement Category, which will continue to be processed at our Business Migration Branch in Wellington, and
    • Permanent Resident Visas (for Resident Visa holders allowing them an indefinite stay and the ability to travel to and enter New Zealand any time) should not be sent to Auckland.

Our Visa Application Centres (VACs) in China, Hong Kong, Japan and South Korea will not be accepting residence applications received on or after 1 July.

If an application arrives on or after 1 July, VACs have been asked to receive the application and receipt all fees and date stamp the application. The VAC will make a copy of all original documents  (if not already provided) and date stamp and sign the copy to show it matches the original. Your original documents will be returned to you using the courier fee you have already paid. You will receive a receipt from INZ via the VAC and we will send your application on to New Zealand for processing.

This change also relates to applications from Licensed Immigration Advisers. If you are an immigration adviser and you have in the past submitted applications directly to Shanghai Area Office, you will need to send applications directly to New Zealand at the address provided above.

If an application from an adviser gets sent directly to Shanghai Area Office and arrives on or after 1 July INZ will date stamp the application, receipt any fees and transfer the application to New Zealand for processing. However, please note that we will be sending your application to New Zealand through secure diplomatic channels and as a result you can expect delays of up to three to four weeks in getting your application processed.

We recommend that you use a reputable international mail service when sending us your application and that you make a copy of your application before you send it to us.

If your application is approved you will be requested to submit your passport to your nearest Visa Application Centre (VAC) for label issue. A VAC handling fee will apply.

Immigration New Zealand has experienced a huge increase in application volumes in China for student and visitor visas. To ensure that we can continue to process these applications in a timely fashion we have decided to bring residence applications on shore for processing where there are teams with the necessary expertise to carry out the decision-making.
