V1 Objective

1. The objective of visitor visa and permit policy is to facilitate the movement of visitors to New Zealand while minimising the risks to New Zealand; and in particular:
2. to foster tourism, trade and commerce, international understanding and cross-cultural links, educational and scientific activities, while:
   1. maintaining the health, safety and good order of New Zealand society, and
   2. protecting New Zealand from international crime, terrorism and illegal immigration.
