RA15 Who must apply for a residence visa

Immigration Act 1987 ss 14B(1), 17, 13D

People who wish to come to New Zealand and be granted a residence permit and who are not exempt from having to hold a permit must apply in the prescribed manner for, and obtain, a residence visa before entering New Zealand.
