C8.5 Definition of mass arrivals and associated terms

C8.5.1 Definition of a mass arrival group

  1. For the purposes of immigration instructions, a “mass arrival group” is defined as a group of more than 30 people, each of whom is a person who falls under D4.20.1 and who arrived in New Zealand on board the same:
    1. craft; or
    2. group of craft at the same time; or
    3. group of craft and within such a time period or in such circumstances that each person arrived, or intended to arrive, in New Zealand as part of the same group.
  2. For the purposes of C8.5.1(a), the term “craft” does not include aircraft, ships, or other vehicle or vessel travelling to New Zealand in the course of a scheduled international service.

C8.5.5 Unaccompanied minors excluded from provisions relating to a mass arrival group

  1. A person will not be subject to provisions within C8 and elsewhere in immigration or operational instructions applying to members of a mass arrival group if they:
    1. were a minor when they arrived in New Zealand as part of a mass arrival group (see C7.1.1); and
    2. were unaccompanied by their parents, guardians or relatives as part of a mass arrival group.
  2. A person to whom C8.5.5(a) applies will be treated in accordance with requirements specified at C7.1 until they reach the age of 18, marry or enter a civil union.
