RV4.1 Who is not eligible for a second or subsequent resident visa?

People are not eligible for a second or subsequent resident visa if they:

1. are not eligible for a visa under section 15 or 16 of the Immigration Act 2009; or
2. are prohibited for entry or for grant of a visa to New Zealand because they are subject to restrictions or a ban (see RA9 and R5.100).
