E2.23 Zimbabwean nationals temporarily in New Zealand (28/11/2005)

1. Until the situation in Zimbabwe stabilises, Zimbabwe nationals who:
   1. arrived in New Zealand on or before 23 September 2004; and
   2. entered New Zealand on a Zimbabwean passport;

   may be granted a temporary permit (work, student or visitor's) allowing a stay until 20 February 2007.

2. None of the provisions of this policy apply to applicants, or family members of applicants, who are subject to the travel restriction outlined at E2.24 and S1.36.
3. Applicants under this policy are not required to produce a job offer.
4. Any work permits granted under this policy may be endorsed with conditions that allow work for any employer.
5. Despite W2.10, W2.15 and W2.20, (or in the case of students, U3.1.1, U3.20 and U3.25) appropriately delegated officers may, on a case by case basis and as applicable, waive the requirements for applicants to provide evidence of any or all of the following:
   1. health;
   2. character;
   3. sufficient funds or sponsorship;
   4. onward travel arrangements.

      Note: Dependent children* of people granted work permits under this policy may be granted student permits to enable attendance at primary or secondary school without the need to produce evidence of enrolment and will be regarded as domestic students for all fee purposes at primary and secondary schools for the period of their parents' work permits.
      

      Note: People granted student permits under this policy to enable study at tertiary level are regarded as fee-paying students and must pay foreign student fees.
      

      Note: A Zimbabwe national unlawfully in New Zealand may be eligible to be considered for a temporary permit (including a work permit) under s35A of the Immigration Act (see E8.1).
