A4.50 Second opinion assessments by Ministry of Education (residence applications)

  1. In the case of applications for residence, where the original assessment of a Ministry of Education assessment panel is confirmed by that panel and an opinion from a suitably qualified professional which disputes the original assessment has been provided, the original assessment and the further opinion will be referred to a different Ministry of Education panel for a second opinion. Where this occurs, it is the role of the second panel to assess whether there is a relatively high probability that the applicant's physical, intellectual or behavioural condition or group of conditions would entitle them to Ongoing and Reviewable Resourcing Schemes (ORRS) funding.
  2. The recommendation arising from the second panel's assessment is final.
