The New Zealand Qualifications Authority coordinates national qualifications in New Zealand and evaluates overseas qualifications for immigration, employment and further study.
For migrants
Overseas qualifications are checked to make sure that a recognised institute has awarded them and that documents submitted by applicants are authentic. The overseas qualifications are compared against New Zealand qualifications and a report is issued that states the nearest New Zealand qualification the overseas one can be compared to. When the report is needed for immigration purposes, it also sets out the level of the qualification.

For refugees
Refugees who come to New Zealand through the Refugee Quota have their qualifications evaluated. The Qualifications Authority matches the person’s overseas qualifications (based on an application form and a statutory declaration) to a comparable New Zealand qualification on the New Zealand Register of Quality Assured Qualifications.
