All student exchange schemes must be formally approved by us before a student visa can be issued. Students wishing to take part in an exchange that has been pre-approved by us must apply for a student visa before departing for New Zealand. The exchange scheme organiser will be able to advise you if the exchange scheme is an INZ pre approved scheme.
To establish a new student exchange scheme you are required to submit a proposal to the Ministry of Education (MoE), National Operations, Student Support at either of the following address, depending on whether it is a tertiary level exchange or primary and secondary school exchange that you wish to establish:
